Dale
is owner and principal consultant of Mullen Telecommunications
Service (an independent telecommunications & information
technology consulting firm) based in Westcliffe,
Colorado. He has
38+ years of design, implementation, operating and management
experience in the field of telecommunications, information
systems and business development.
As
an independent consultant and business owner since 1981, Dale
provides expertise in telecommunications and information system
review, needs and system analysis, system design including
building cabling infrastructure, outside plant infrastructure,
equipment/system selection (RFI & RFP process), system
procurement, contract negotiations, system
implementation/integration (project management) and on-going
management, operations and support consulting.
Dale's
telecommunications expertise, focus and experience are in the
areas of converged
voice, data and video transport, digital (T1, T3, & IP) networking (inbound and outbound), digital switching (PBX
(IP & Hybrid) & Voice Mail Systems, Structured Cabling Systems (SCS
or ITS),
audio and video teleconferencing, RFPs, Contracts and Project
Management.
Dale
is a member (1986-2009) of the international Society of
Telecommunications Consultants (STC).
He served as president (1990-1992).
He supports their strict enforcement of consultant
independence from vendors of products and services. He re-signs
annually their strict Code of Ethics covering consulting
activities on behalf of clients both current and past.
Dale is a member (1993-2009) of BICSI (Building Industry Consulting Service International) and is pursuing completion of their building cabling design accreditation program, RCDD. In 2002, Dale was nominated for the annual USF/BICSI "Harry J Pfister Award for Excellence in Service to the Communications Industry"; an award that honors an individual who has made an outstanding contribution to the telecommunications industry over time. Mullen is also a member (2001-2009) of PMI (Project Management Institute Inc.)

Dale founded Mullen Telecommunications Service, an independent consulting firm, in 1981. Upon leaving Naval Aviation (Navy Lieutenant, NFO/RA-5C & Vietnam Veteran) in 1971, Dale has held increasingly responsible telecommunications-related positions with Mountain Bell (now Qwest); the Arizona Department of Public Safety (Technical Communications Division); the Johns-Manville Corporation (where he implemented and managed one of the first private, i.e. non-government, non-Bell, nationwide computerized corporate telecommunications networks); the Datapoint Corporation; Action Communications Systems, Inc. and in 1982 co-founded Communications Office Machines, Inc. (COM, Inc.), a design, development, manufacturing and distribution company to address the issue of virtual networking. He sold his interest in 1984.
While Dale maintains and practices that only "hands on" experience qualifies one to consult to others, his educational achievements include a MS in Telecommunications Management (University of Colorado-Boulder '73); a BS in Business Management (University of Northern Arizona '66) and a Certificate in Management from the University of Denver in 1980. In addition, he constantly attends or tele-participates in telecommunications related courses to stay current on industry issues and trends.
